WHO’s engagement with non-State actors

WHO is the directing and coordinating authority in global health in line with its constitutional mandate. The global health landscape has become more complex in many respects, including the increase in the number of players in global health arena. WHO engages with non-State actors in view of their significant role in global health for the advancement and promotion of public health and to encourage non-State actors to use their own activities to protect and promote public health.

The Sixty-ninth session of the World Health Assembly has adopted the WHO Framework of Engagement with Non-State Actors (FENSA). The Framework endeavours to strengthen WHO engagement with non-State actors (NGOs, private sector entities, philanthropic foundations, and academic institutions) while protecting its work from potential risks such as conflict of interest, reputational risks, and undue influence.


Handbook for non-state actors on engagement with the World Health Organization

As per the provisions set in the Framework of engagement with non-State actors (FENSA), a handbook has been developed to guide non-State actors in engaging with the World Health Organization (WHO) by walking them through the Framework of engagement with non-State actors’ principles and processes and ensure smooth implementation of the Framework.

Guide for staff on engagement with non-State actors

In line with the provisions set in the Framework of engagement with non-State actors (FENSA), a guide for Staff has been developed to help WHO staff at all three levels of the Organization understand and apply FENSA .This document offers guidance on how WHO’s Staff may engage with non-State actors, as well as elements on the process to be followed.


Register of Non-State Actors

In accordance with the Framework of Engagement with Non-State Actors (FENSA), adopted by the 69th session of the World Health Assembly in May 2016 (Resolution WHA69.10), the WHO Register of Non-State Actors has been established in order to manage these engagements transparently.
