Fourth session of the Conference of the Parties to the WHO FCTC

The fourth session of the Conference of the Parties (COP4) to the WHO FCTC was held from 15 to 20 November 2010 in Punta del Este, Uruguay. The session was attended by 137 Parties to the Convention. Other participants also included seven States non-Party, five intergovernmental organizations and 11 nongovernmental organizations accredited as observers to the COP.

Treaty instruments, implementation and reporting, as well as budgetary and institutional matters were discussed. A few decisions were highlighted in particular. The COP adopted three new guidelines for implementation of the Convention. These new guidelines were issued for Article 12 (education, communication, training and public awareness) and Article 14 (demand reduction measures concerning tobacco dependence and cessation), as well as partial guidelines on Articles 9 and 10 (regulation of the contents of tobacco products and regulation of tobacco product disclosures). A final session of the Intergovernmental Negotiating Body decided that negotiations on a protocol to combat illicit trade in tobacco products should continue into 2012.

Parties also adopted decisions to engage more actively with international organizations and bodies in promoting treaty implementation. They also decided to strengthen assistance to developing countries to meet their obligations under the Convention.

The Punta del Este Declaration was adopted with the aim to strengthen the implementation and protection of public health policies in relation to tobacco control.
