Previous working and expert groups established by the COP

The Conference of the Parties (COP) established intersessional groups to develop guidelines and recommendations for the implementation of different articles of the WHO FCTC. Working groups on Articles 5.3, 6, 8, 11, 12, 13 and 14 have completed their work and the guidelines on these articles have been adopted by the COP.

At its seventh session, the COP decided to establish the following group:

- Expert Group on Tobacco Advertising, Promotion and Sponsorship: Depiction of Tobacco in Entertainment Media

Partial guidelines have also been adopted by the COP on Articles 9 and 10 and work continues on these two articles

At its sixth session, the COP extended the mandate of the following groups:

Working group on sustainable measures to strengthen the implementation of the WHO FCTC

The group was established by the fifth session of the Conference of the Parties (decision FCTC/COP5(14)). In the intersessional period between COP5 and COP6 the working group comprised of 31 members and met twice (29-30 October 2013 and 2-4 April 2014). The group submitted a report to COP6.

COP6 discussed and approved the report of the group, decided to extend its mandate, and requested the group to elaborate a new report containing strategic directions and an action plan for implementation assistance.

As requested by the Conference of the Parties, the Secretariat invited the Parties to confirm their intention to continue as members of the group or to indicate their wish to join the working group. As a result of this exercise, 26 Parties are currently members to this working group. Nigeria, Thailand, Turkey and Uruguay act as key facilitators of the group.

Expert groups

- Expert group on Article 19 of the WHO FCTC “Liability”

The group was established by COP5 and requested to report to COP6. The group met on 10-12 March 2014. The report of the group will be submitted to COP6, in line with decision FCTC/COP5(9).
